Oklahoma Insurance Commissioner Glen Mulready is pushing back against a lawsuit seeking the release of an unfinished market conduct examination, arguing that the proceeding should be completed through the state’s established regulatory process rather than disclosed before its findings are finalized. The Oklahoma Insurance Department issued his response on August 18, 2026.

The examination concerns the handling of roof claims and remains underway. According to the department, an independent examiner has not submitted a final report, leaving no completed examination for the agency to release.

Mulready said the department’s role is to conduct a thorough review, protect the integrity of the examination and ensure that any eventual conclusions are supported by evidence and consistent with its responsibility to Oklahoma policyholders.

“This lawsuit is frivolous and reflects either a fundamental misunderstanding of Oklahoma insurance law and the market conduct examination process, or a deliberate attempt to misuse the courts to pressure a state regulatory agency into producing an unfinished examination.”

The commissioner said the agency will not shorten its regulatory work because of outside litigation or political pressure. He also argued that allowing the independent examiner to finish the review is necessary to produce a complete and defensible result rather than a document prepared prematurely for use in another proceeding.

Mulready said he wants the examination completed and expects its final product to be thorough, accurate and legally defensible. He also referenced a July 31, 2026 letter to Attorney General Drummond responding to the request for the examination report.
